AmCham Receives Economic Protection Plan Update

AmCham is ever committed to represent its members' interest in this difficult situation, thus has been consulting with the Ministry of Innovation and Technology on a weekly basis, since the beginning of the COVID-19 outbreak in Hungary.
 
In the past two months, working groups and individuals shared their suggestions and proposals that has been forwarded to the relevant action group and policy makers. Since the government published its Economic Action Plan, AmCham has submitted several recommendations and questions regarding the job retention subsidy program, that we compiled with the answers for you. At the last online meeting on May 18, representatives of the Ministry presented the statistics about the wage subsidy programs, the e-learning and online training opportunities, introduced the border control policies and provided feedback to our recommendations.
 
Wage subsidy program

AmCham with other organizations has sent recommendations to the Ministry concerning the 105/2020. (IV. 10.) Government Decree, please see the responses here.

The program in numbers:
  • 936 352 Hungarians can benefit from labor market or training support measures taken place
  • Out of the dedicated 195 billion HUF for the job retention wage subsidy, only 7% (14 billion) has been claimed yet. This means 6 774 companies with 89 789 employees applied for subsidy so far.
  • Out of the dedicated 31,6 billion HUF, 5,9 billion has been claimed, which means 506 companies with 8 271 employees applied for the R&D wage subsidy so far.
 
Courses and training available for employee development
On the Ministry’s dedicated website (https://www.vali.ifka.hu/hu) for businesses and entrepreneurs in Hungary, among other useful information there are now 1148 trainings an courses available and more than 60 of them are for free of charge during the pandemic.
 
As we mentioned earlier, there is also a 8-weeks long free digitalization e-learning program, called Újratervezés Program that is dedicated to advance digital skillsets and introduce the basics of programming.

If your company applied for a wage subsidy that requires you to provide your employees with a training, it is worthwhile to have a look at the above-mentioned opportunities.
 
Rules on crossing the Hungarian border during the state of emergency
With the exceptions specified in the [81/2020. (IV. 1.)] Government Decree, non- Hungarian citizens are not allowed to enter Hungary.

Exceptions for specific countries (4/A. §): for necessary business reasons, employees (both Hungarian and non-Hungarian citizens) of companies that are registered in one of the countries specified below, can enter Hungary without having to take a 14-days long home quarantine:

  • Czechia
  • Poland
  • South Korea
  • Germany
  • Austria
  • Slovakia
  • Japan

Hungarian citizens coming from abroad may undergo a medical examination at entry and are required to take a 14-days home quarantine, with some exceptions specified in the Government Decree.

These restrictive provisions do not apply to freight traffic.

*The United States of America is not included in the list of these specific countries yet, although if there is a need to do so, please do not hesitate to contact us regarding this matter.
